The term "Restart Enduro" is somewhat Ad-Hoc name, penned by some users in Colorado, as a unique way of running what is basically a mixture of an Enduro event and a Hare Scramble event.
In the Restart Enduro, all riders are given a Key Time - similar to the standard Enduro. Unlike an Enduro event where riders do not pass over the same section of track more than once, the Restart Enduro is essentially a Hare Scramble course where the riders make multiple laps - but do so according to their Key time.
The concept is that the promoter will establish start times for the track. Lets assume it's going to be a 5 lap event - in which case the "start time" might be 08:00 09:30, 11:00, 13:30, and 15:00.
The promoter then assigns Key Times to each rider, so lets assume a riders Key Time was "12". This means he's expected to start the laps at 08:12 09:42, 11:12, 13:42, and 15:12.
It is the riders responsibility to get on the track at his key time. The system then tracks how long it takes him to complete that lap. The results are based on the riders having completed the most laps, with the least amount of total time on the course.
In the example above, this means the first place rider is the one who has completed all 5 laps, with the least amount of time on the course when compared to all other riders completing 5 laps. The system then reverts to the rider having completed 4 laps, with the least amount of time on the course.

The system uses screens which are similar to those with the Hare Scramble mode for rider registration and data entry. The only significant difference is in the appearance of the screen where you calculate the results (shown below).

In the "results" section, the user enters the start time for each lap, then it's left to the riders to ensure they're on the start time as indicated by their key time.
Note - unlike a standard Enduro, there are no points assessed, nor is there any "theoretical time" for each lap. The goal is to rip through the lap as fast as possible, with the winner being the rider with the least amount of total time on the course.
